作品简述
台州数字馆是中国超大型的城市数据可视化展馆。其设计旨在通过沉浸式的数字化空间体验,围绕城市承担并践行的近海海域生态保护、防汛防台与文旅宣传三大核心议题,让公众沉浸式了解、参与并支持城市治理与可持续发展。将复杂的海洋生态监测数据、气象预警系统信息及文旅资源分布等转化为可交互的动态视觉艺术。 序厅以巨幅LED海浪动画揭示城市特质,并通过数字孪生与全景投影展现城市全貌,引导观众建立宏观认知;随后依循流线步入民生服务、政务管理与城市监管等分区板块。在防汛防台主题区域,设计采用环绕式空间投影与情景设施“防汛甲板”相结合,配合立体声效与气流模拟,使访客在行进中可逐步感受到港口、渔船直至台风来袭的逼真氛围,将防灾数据通过空间化叙事直观转化为感官体验。在海洋生态保护板块,以“海洋云仓”和“蓝色循环”两大项目为核心,运用全息投影、互动屏幕及触感反馈装置,重现海洋垃圾回收处理、收益共享的全流程,并通过模拟操作区让参观者亲自参与环节决策,强化情绪与认知的连接。整个设计以实时数据联动为框架,将城市数字化建设、防汛防台体系与海洋生态保护成果,共同呈现为一条可视、可触、可体验的空间故事线,让公众在流动的感官旅程中理解台州数字化城市治理智慧与成效。

流程方法
这个项目之所以能够达到预期的目标,是因为流程中我们使用了甘特图辅助流程进行管理,通过任务分解、依赖关系梳理、资源分配、进度跟踪与动态调整的系统性项目管理方法,在将复杂项目转化为可执行、可监控的“时间地图”,帮助所有协同团队清晰把握任务逻辑、进度偏差及资源状态,最终实现项目按时、按质完成。管理的核心逻辑是“以时间为轴,以任务为节点,以依赖为纽带,以进度为标尺”,覆盖项目从规划到收尾的全生命周期。

本项目以赋能城市数字化发展、打造文化新名片、革新公共服务体验为核心目标,初心是打破传统展馆局限,让数字技术服务城市与民生,同时遵循场馆“设计 + 技术” 双轮驱动、“数字赋能 + 文化焕新 + 民生服务” 三位一体的发展战略;项目最终成果全面超额超越预期,不仅斩获国际设计大奖,接待超数万人次参观,成为十余类教育研学基地,更通过接入城市治理系统实现 “一网统管”,从单一展馆升级为治理中枢,构建起多元生态体系,在品牌影响力、社会服务效能与行业引领力上实现跨越式突破,完美兑现了 “设计赋能创新、技术服务发展” 的核心价值。
Project Description
As China's mega-scale urban data visualization pavilion, Taizhou Digital Pavilion creates immersive digital spatial experiences centered around three core missions: offshore marine ecological protection, flood and typhoon prevention, and cultural tourism promotion. The design transforms complex datasets, including marine ecosystem monitoring, meteorological warning systems, and tourism resource distribution, into interactive dynamic visual art, enabling the public to deeply understand, participate in, and support urban governance and sustainable development. The prologue hall uses giant LED wave animations to reveal the city's characteristics, while digital twin technology and panoramic projections display the city's complete panorama, guiding visitors to establish a macro understanding. Visitors then follow the streamlined path into partitioned sections including civil services, government administration, and urban supervision. In the flood and typhoon prevention theme area, the design combines surround spatial projection with the scenario facility 'Flood Prevention Deck', complemented by stereo sound effects and airflow simulation. This allows visitors to gradually experience the authentic atmosphere from ports and fishing boats to the arrival of a typhoon as they move through the space, transforming disaster prevention data into intuitive sensory experiences through spatial narration In the marine ecological protection section, centered on the two major projects 'Ocean Cloud Warehouse' and 'Blue Cycle', holographic projections, interactive screens, and tactile feedback devices are employed to recreate the complete process of marine garbage recycling and benefit sharing. Through simulated operation areas, visitors can personally participate in decision-making processes, strengthening the connection between emotion and cognition. The entire design uses real-time data linkage as its framework, presenting urban digital construction, flood/typhoon prevention systems, and marine ecological protection achievements together as a visible, tangible, and experienceable spatial storyline. This flowing sensory journey allows the public to grasp the wisdom and efficacy of Taizhou's digital urban governance.
User Value
Guided by the core philosophy of "Data-Driven Taizhou," the Pavilion constructs digital visualization scenarios for traffic, healthcare, and disaster prevention, offering an immersive look into urban governance processes. By converging AI, digital twin, and virtual reality technologies, it digitally reconstructs Taizhou's landscapes and portscapes, forming a touchable urban digital portrait. The experiential design breaks from traditional exhibition formats. It establishes contextual interactive areas like "Smart City Management", "Flood & Typhoon Prevention", and "Smart Cultural Tourism". By integrating real-time data visualization, it allows citizens to viscerally perceive how digitization permeates daily life, ultimately forging an emotional pathway of Observation → Empathy → Participation.
Business Performance
Through its masterful data visualization, this project vividly demonstrates the forward direction of the local government's digital development, resonating with the global mainstream trend of data-driven governance. In particular, the "Blue Circulation" scenario employs a big data platform to build a forward-thinking digital credit system, significantly enhancing capabilities in ocean governance. This pioneering initiative contributed to the project being honored with the United Nations' prestigious "Champions of the Earth Award."
Social Impact
The Taizhou Digital Pavilion operates on a non-profit basis, offering free admission to the public alongside online booking and on-site guided tour services. By blending diverse visual presentation formats with interactive experiences, it enables visitors to directly grasp the urgency and results of marine conservation, gain a deep understanding of the technological backbone of the flood and typhoon prevention system, and appreciate Taizhou's unique cultural appeal and tourism value. It constructs a complete loop of Perception → Understanding → Engagement, providing a replicable model for innovating public participation in digital urban governance.
Team Structure
Over one hundred professionals contributed to the project's construction, organized into specialized teams. The Design Team was responsible for overall spatial, experiential, and visual design. The Logistics Team managed procurement of hardware and materials. The Development Team built the software and interactive systems. The Multimedia Team produced video, animation, and graphical content. The Implementation Team executed on-site construction and installation. The Operations Team managed the daily running of the Pavilion. The Management Team provided overarching coordination and project oversight.
Flow
The project's success in meeting its objectives is attributed to a disciplined, Gantt chart-driven project management process. By employing systematic methods, including task decomposition, dependency mapping, resource allocation, progress tracking, and dynamic adjustment, the complex project was transformed into an executable and monitorable "temporal map." This provided all collaborating teams with clear visibility into task logic, schedule variances, and resource status, ensuring on-time and quality delivery. The core management logic—"Time as the axis, tasks as nodes, dependencies as links, and progress as the measure"—covered the entire project lifecycle from planning to closure.

The project, from initiation to delivery, spanned a total of 12 months.
Project Achievements
This project was driven by the core objectives of empowering urban digital development, creating a new cultural landmark, and revolutionizing public service experiences. Its founding purpose was to transcend the limitations of traditional exhibition halls, harnessing digital technology to serve both the city and its citizens. It adhered to a dual-engine strategy of "Design + Technology" and a trinity development approach of "Digital Empowerment + Cultural Renewal + Public Service". The final outcomes have comprehensively and significantly surpassed expectations. Beyond winning international design awards and hosting tens of thousands of visitors to become an educational base for over a dozen types of study programs, its integration with the city's governance system has realized a "Unified Network for Holistic Management." This evolution from a singular exhibition space to a governance nexus has fostered a diverse ecosystem, achieving a breakthrough leap in brand influence, social service efficacy, and industry leadership. It has perfectly fulfilled its core value proposition: "Design Enables Innovation, Technology Serves Development."
